Client Issue

I'm on step 10-11 of downloading the client for windows 8.1, but I was never prompted to restart my computer. Instead, it is wanting me to start the game.. What do I do? I logged in and selected the game and it's waiting for me to launch the game but I'm not sure if I should.

Also, what is the link to the shoutbox? I can't seem to find it.

restart your computer and then run aimware and then run steam and then run game
