I have $193 on a card and i have even tried with paypal andthe card but i still can not buy with my paypal balance either.

You need to verify your paypal. I think if you don't verify it (add a credit/debit card, confirm email, confirm phone etc.) you cant do payments over £40; or maybe its lower.
