Unable to purchase if the package is above €4.99

if im paying above €4.99 i get an error saying that we can not send your payment right now thingy.

issue is on your side i've been able to do $100+ transactions and i've got $200 on my paypal balance.

it works fine from my side, can you explain me in details what packages are you trying to purchase and when you get the error?
