I have to add a credit card number to my PayPal (using 2nd paypal since my main got locked lol)

I can verify everything expect my Credit Card since it is on my main PayPal and if I add the CC to it it says: We’re sorry, but we weren’t able to add this card. Please try a different card.

You can try pre-paid mastercard/visa if you have them near you
