Payment Issue

Paypal for some reason will not take my credit or debit card. What do.

I was doing guest checkout. Do I have to make an account for that with paypal?

I used guest checkout, and neither card worked.  Credit Cards have been disabled as a payment source.  I guess we have reached an impasse.
