Can't re-sub

Trying to renew my sub, but it wont allow me to pay with my CC, Same one I paid with before. What gives?

I pay as a Guest if you will. Called my card company not on there end. I allowed Califorina state for travel since thats where paypal is based. I paid last month this exact way. I've tried everything on my end....
