Why are some functions limited ?

Hello, please tell me why some functions are limited? For example Clantag and Chat Spam. Why can't I use my text for spam in the chat and my clan tag, and not the clan tag "Aimware.net" ? It also seems to me that there are not enough functions in the Misc tab. For example Radio Spam, Break Vote, Automatic Name Stealer (Team Only, Enemy Only, All) ?
