Buying Error when trying to purchase with paypal

I keep getting this error whenever I try to purchase the cheat with paypal.
We aren't able to process your payment using your PayPal account at this time. Please go back to merchant and try using a different payment method.
I use a vcc, cause I don't own an actual credit card. Is this the cause? If so would I be able to send the money to a seller directly instead or if there's a way to avoid this error please contact me here or on discord at Shockinq#7327

Hi, the issue is on your VCC’s issuer.
In case you cannot find a solution (by contacting your VCC issuer and PayPal) you can contact mar1k.
