A few Questions

So I'm thinking of buying this hack for my main account and was wondering a few things. First, if I have the cheat on my computer but never use it in game, is it possible for me to still get VAC Banned even though its in the game but I'm not using it? Second, if I use the cheat and don't get suspected of hacking or get reported, is there anyway that I can get VAC Banned?
