Good day
So I heard if you play on 1 PC and then you buy new you also have to buy new sub because your HWID won't ever get accepted. Is it true or not? If so how can I approve im the real owner of the acc

It will get accepted, you just have to be in the same country and on the same internet connect so that it doesn't look suspicious.

The problem is i have dynamic ip so it changes every day or two

shouldn't be a problem as long as its the same network provider.

I have never had an issue with HWID resets, many users complaining are not legitimate.
